Good news: 16 months after the election, Belgium has a new government.

And more good news: as of 25 September, the restriction on essential travel no longer applies to residents of Japan when wanting to travel to Belgium. Anyone residing in Japan can now enter Belgium as long as they meet immigration and visa requirements.
A Passenger Locator Form is mandatory, but a PCR test and quarantine are not.

You can find all updated travel information regarding Belgium on the website of the Belgian Embassy in Tokyo.
For Luxembourg, please refer to the website of the Luxembourg Embassy in Tokyo.

At Brussels Airport you can now take a PCR test. The COVID-19 Test Centre is located just outside the airport terminal (on the Departure level).
